You are well aware that the driving schools run by the individuals/ others are regulated by certain statutory provisions as under Motor vehicle Act, 1988 and C.M.V.Rules, 1989 which came into effect from 1.7.1989 vide section 12 and Rules 24 to 31A, respectively as also under various administrative instructions issued thereunder from time to time. Section 12 of M.V.Act 1988 deals with the licensing and regulation of driving schools or establishments (by whatever name called) for imparting instruction in driving of motor vehicles and related matters.
1.1 Based on the enabling provisions explained above, the Central Government have framed certain rules with regard to the establishment of driving schools, the requirements to be fulfilled by such licensees, authority competent to grant, renew, suspend / revoke such licenses and all other related matters. Besides, provisions of appeals, the procedure to be followed thereto as also the syllabus for imparting instructions in driving of motor vehicles have been prescribed.
1.2. Therefore, every driving school has to get a license from the concerned licensing authority and a duty is cast upon them to produce “quality drivers” for which a quality training is absolutely necessary. The quality of drivers is also crucial to prevention of accidents. The driving schools, therefore, play a key role in producing skilful drivers who could meet the international standards.
1.3. Following are the progressive details of availability / registration etc., of vehicles (both transport and non transport) in our State in the past few years:-

1.4. Thus, it can be seen that about an average of 7 to 8 lakh vehicles that are being added every year and even assuming 10% vehicles that might be going off the road due to age, wear and tear etc., and atleast 7.5 lakh vehicles are getting added every year. This means taking the ratio of drivers to the vehicles as 1.5: 1. We should be issuing a minimum of above 10(ten) lakh new driving licenses every year. However, an average of 6 lakh licenses per annum alone is being issued. Therefore, there appears to be a large number of not formally trained or unlicensed drivers operating on the ground. About 1650 driving schools are presently available in Tamilnadu and going by their capacity they could train roughly about 1.5 lakh drivers per annum. Therefore, new driving schools are needed to be opened in large number to train the people who do not hold any driving license or who need to be trained or whose driving skills are to be upgraded.
1.5. If one goes by the quality and capability of many of these driving schools / drivers produced also there are issues for many existing driving schools are either grossly ill equipped or lack inadequate infrastructure, needed skills etc., that are required to undertake the job.
1.6. With regard to the accidents also there has been on an average an increase to the tune of 4% every year. It is also pertinent to note that in majority of these cases the accidents have occurred due to the fault or negligence of the drivers. The following is the empirical data in this regard:-

1.7. Inspite of various instructions and guidelines issued by this office from time to time, many licenses of driving schools established for imparting instructions for driving vehicles, either do not follow various prescribed statutory provisions and stipulations or simply flout the same. It is therefore, a high time that omissions and commissions are put to an end and offenders are dealt with sternly. Also it is therefore, imperative on the part of the department to critically review the existing arrangements and bring in place, the required modifications in the stipulations and guideline so as to have an effective control over the driving schools with the sole objective of producing quality and skilful drivers considering transport, traffic, vehicular strength, rights of various road users and all the aspects connected with road safety. This subject was also discussed with the officers of the department in greater detail and it was decided to improvise the existing guidelines.
2.Modifications
2.1. Instructions were given in circulars No.9/93 & 50/93 in R.No. 81657/E5/92, dated 2.2.93 & in R.No. 55173/E5/93 dated 15.7.93, respectively prescribing a form of inspection report in respect of existing driving schools and the amenities, equipments etc., that they are to maintain, qualifications of instructors, and also regarding the Forms and Registers to be maintained etc., by the licensees.
2.2. Taking into consideration the present overall scenario the following modifications are ordered in this regard:-
2.2.1. The form of inspection report prescribed already is modified and appended as Annexure A to this circular, in respect of existing driving schools.
2.2.2. In circular No.4/95 issued in R.No.1197/E2/94, dated 10.1.95 as amended in circular No. 5/95 issued in R.No. 34394/E2/94 dated 10.1.95 a proforma has been prescribed for the Regional Transport Officers with regard to the inspection of driving schools, irregularities detected and action to be taken against such driving schools where irregularities are noticed. As this proforma seems to be not reflecting the nature of irregularities and the punitive measures, this proforma has been modified and prescribed as Annexure B and appended hereto.
2.2.3.1. In future modification of circular No.50/02 the following instructions are issued. In Forms 5, 14 & 15, the Licensing Authorities shall authenticate the page certificate in each register duly affixing the date stamp on every page.
2.2.3.2. Whenever learner’s licenses and driving licenses are issued to the candidates undergoing training or who have undergone training in a driving school, the details thereof shall be noted in Form 14 by the licensing authority/testing authority as the case may be who conducted the test.
2.2.4. In furtherance to the instructions given in Sl.No.3 of the Circular 21/03 issued in R.No.H2/75482/03 dated 13.5.03, every instructor while imparting instructions in driving to the candidates shall wear on his person the “instructor identity card” issued by the concerned licensing authority which is enclosed as Annexure C.
2.2.5. With reference to the number of candidates to be tested per day by each Motor vehicle Inspector, it was fixed as 20 in circular 30/92 in R.No. E1/16115/91 dated 17.3.1992. Taking into consideration, the subsequent developements/requirements it was finally ordered in Circular No 10/07 in R.No. H1/53820/06 dated 14.3.07, that each Motor vehicle Inspector may conduct the test of competence with reference to the time available, as detailed below:-
Motor cycle : 4 minutes per test
Light motor vehicle : 8 minutes per test
Transport vehicle : 12 minutes per test
Further it was instructed therein that the tests may be conducted from 9.00AM onwards on all working days and in respect of conducting of tests on Saturdays & Sundays also, the RTOs may take a decision sufficiently in advance and inform the elcot authorities/personnel for properly organizing the work.
2.2.5.1. On a holistic assessment of the matter and taking into consideration the clearance of backlog caused due to the issuance of LLRs to the students studying in colleges/polytechnics etc, it has now been decided to modify the above two aspects of the existing instructions as below:-
i) The time factor for conducting tests shall be :-
Motor cycle : 4 minutes per test
Light motor vehicle : 10 minutes per test
Transport vehicle : 15 minutes per test
it is also reiterated that there shall not be any compromise on the parameters prescribed under rule 15(2) of Central Motor vehicle Rules 1989, in the matter of conducting test of competence.
ii) Since the backlog stated as above has now been cleared, there is no further necessity to conduct test of competence on Saturdays and Sundays in mofussil districts. Therefore all the licensing authorities shall dispense with the conduct of tests on Saturdays and Sundays as a matter of routine. However, if and wherever the need arises Regional Transport Officers concerned may take suitable decision in this regard and organize the needful. In so far as Regional Transport Officers of Chennai city are concerned they should not conduct any test on Sundays. As regards Saturdays the test may commence from 10.00AM instead of 9.00AM as already ordered by Government.
3. Licensing of new driving schools:-
3.1. It is considered that the statutory requirements as provided for under rule 24(3) of CMVR 1989 are though wider enough to keep the standards of the driving school; high, to have uniform standard of application a couple of clarifications are required to be issued in clear terms so as to ensure that adequate regulatory measures are taken by all the licensing authorities so as to get the desired results in order to improve the quality of driving schools and to produce skilful drivers. Therefore all the licensing authorities are directed to always remember and bear in mind the following matters while considering an application for the grant of a license to establish a driving school.
3.1.1. Verification of moral character
The licensee and the staff working under him shall be of good moral character. The Licensing Authority himself shall make discreet enquiry as he may consider necessary and also check with the local police and fully satisfying himself in this regard.
3.1.2. Building, infrastructure and amenities:-
The premises of the schools, should have fire proof pucca building either owned by the licensee or is taken on lease or rent by him or is hired in his name for atleast 5 years, with a minimum space of 1000 sq.ft. so as to have enough space for providing all the requirements stipulated below, subject to the condition that one of the measurements either lengthwise or breadth wise shall not be less than 20 feet and it shall be insisted upon in all the schools intending to impart driving training in ‘motor cycle’ and ‘light motor vehicles’. Such space can either be available wholly on the ground floor or in the ground floor and first floor, if the driving school has such an arrangement. Additionally a minimum space of 560sq.ft and 420sq.ft for a heavy passenger motor vehicle and heavy goods vehicle, school respectively shall also be provided.
3.1.3. Space for office room:
An office room of size 10’ x 10’ shall be provided for reception, maintaining records, keeping the collection of books on automobile engineering, mechanisms, traffic regulations, road safety and laws relating to motor vehicles and allied subjects.
3.1.4. Space for lecture hall:
Minimum space for atleast one lecture hall shall be measurement 15’ x 10’ so as to provide suitable accommodation comprising two benches and two tables for every 10 candidates at a time. Additional tables and benches shall also be provided where the strength exceeds 10 students at a time.
3.1.5. Space for demonstration hall:
Adequate space measuring not less than 15’ x 10’ for demonstration of models (such as engine, gear box, brake shoe and drums, puncture kit with tyre lever, wheel brace, jack and tyre pressure gauge, spanners and a service chart depicting a detailed view of all the components of a motor vehicle etc., shall also be provided. The above models shall have to be placed on work bench.
3.1.6. Space for traffic education room
A room of a minimum size 15’ x 10’ for conducting traffic education for provision of road plan board, traffic signs chart, chart on automobile signals & signals given by traffic controllers where there are no automatic signals, etc., shall have to be provided.
3.1.7. Parking area:
Adequate parking area within the premises of the school to accommodate the vehicles in which instructions are imparted shall have to be provided as detailed below:-
(i) One Motor cycle and one Light motor vehicle - 350 sq.ft and
(ii) An additional space at the rate of 560sq.ft for Heavy passenger motor vehicle and 420sq.ft for heavy goods vehicle.
3.1.8. Basic amenities:
The school premises shall have to have all basic amenities such as drinking water, toilet facility, rest rooms etc.,
3.1.9. Display of license:
The applicant/licensee shall display at a prominent place in its office room the following:-
(i) The license in original issued by the Licensing Authority, and
(ii) The name and addresses of the instructors together with their qualifications employed by the driving school or establishment.
3.1.10. Financial resources:
Solvency certificate to an amount of not less than Rs.3 lakh shall have to be produced.
3.1.11. Maintenance of vehicles:
Applicant/driving schools shall own a minimum of one vehicle of latest model (not older than 8 years at any point of time) in each category. The vehicles except motor cycle shall be fitted with dual control facility to enable the instructor to control or stop the vehicle in which training is imparted. The driving school vehicles used for imparting instructions to the candidates, on any account, shall not be used for other purposes and shall here to have a board prominently displaying the words “for drivers training” both in English and Tamil.
3.1.12. Display of school details and validity of records:
The applicant/licensee shall exhibit in a conspicuous manner on all the motor vehicles used for imparting instructions, the name, full address of the school or establishment and the telephone number if any, in bold letters both in English and Tamil. The license number, and its validity as also the registration certificate, insurance certificate and pollution under control certificate shall be exhibited in the left side door of the vehicle (four wheelers only) so as to facilitate the watching of the validity by the general public also.
3.1.13. Black board:
Black board shall be provided with a minimum size of 100 x 75 cms and it shall be of permanent fixture in the lecture hall.
3.1.14. Road Plan board:
Permanent Road Plan board (200 cms x 100 cms) with signal charts containing toy cars, motor cycle, goods carriage and stage carriage etc., on a table shall be provided in traffic education room.
3.1.15. Traffic sign chart:
Traffic sign chart containing mandatory, cautionary and informatory signs shall be provided in the traffic education room.
3.1.16. Automatic signal chart:
Chart on automatic signal(working model) and a chart on signals given by traffic controller, shall be provided in the traffic education room.
3.1.17. Service chart:
A service chart depicting a detailed view of all components of a motor vehicle (of any manufacture) shall be provided in the demonstration room.
3.1.18. Provision of cut section models:
Cut section and operative models of (i) petrol and diesel engines (ii) clutch assembly (iii) gear box (iv) propeller shaft with universal joint, differential and axles (v) Brake shoe and drums shall be provided in the demonstration room.
3.1.19. Provision of puncture kit:
Puncture kit with tyre lever, wheel brace, and jack and tyre pressure gauge shall be provided in the demonstration room. (These provisions will not apply in the case where instructions are imparted for motor cycles only)
3.1.20. Spanners:
A set of spanners i.e. (i) Double end spanner (ii) Ring spanner (iii) Box spanner (iv)Allen keys (v) Pliers of different types (vi) screw drivers of different types (vii) screw spanners and (viii) Hammers shall be provided.
3.1.21. Driving school manual:
Should have a driving school manual (Tamil) published by the Institute of Road Transport, Chennai and other recognised institutes.
3.1.22. Collection of books:
A book each on automobile mechanism, driving, road safety, traffic regulation, first aid, basic law, Rules, Regulations governing motor and road transport both in English and Tamil in simple language shall be provided besides book on Motor vehicles Act and the Rules made thereunder.
3.1.23. First aid box:
Fully equipped first aid box containing prescribed medicines for use in emergency at the school premises shall be provided.
3.1.24. Educational qualification, Experience and Training:
3.1.24.1. The applicant/instructor shall posses the following qualifications namely:-
(a) A minimum educational qualification of a pass in the 10th standard.
(b) A minimum driving experience of five years in addition to a certificate in a course in motor mechanics or any other higher qualification in mechanical engineering from an institution established by the Central or State Government or from an institution recognised by the Board of Technical Education of State Government.
(c) They have a thorough knowledge of traffic signs specified in the schedule to the Act and the regulations made under section 118, of Motor vehicle Act 1988.
(d) They shall have the ability to demonstrate and to explain the functions of different components, parts of the vehicle.
(e) Shall posses adequate knowledge of English or the regional language of the region in which the school or establishment is situated i.e. Tamil in our case.
Provided that any person who has served as an instructor for a period of not less than 5 years immediately before the commencement of the Central Motor vehicle Rules, is exempted from the above requirements.
3.1.24.2. The instructor shall undergo virtual training for one month either at the Institute of Road Transport, Gummidipoondi- Tharamani or in the training school of Ashok Leyland, Namakkal as per the syllabus prescribed in the enclosed Annexure-D. After every two years period, the instructors shall have to undergo refresher training courses and pass the same.
3.1.24.3. Refresher course for a period of two days every year, shall have to be undergone as per the syllabus prescribed in the enclosed Annexure-E.
3.1.25. Maintenance of Forms:
Apart from maintaining Form 14 on an annual basis and an alphabetical list of the name of the students admitted during the year, Form 5, 14, and 15 should be printed in duplicate and maintained in a bound book serially numbered. Every licensee shall issue a certificate in Form 5 to the students who completed the course.
3.1.26. Furnishing the report:
The licensee shall submit to the Licensing Authority a monthly report on or before 5th of the succeeding month in the proforma enclosed as Annexure-F. This shall be tallied with Form 14 in the month so as to verify whether there has been an excess intake of trainees violating sub rule 4 of Rule 31 of Central Motor vehicle Rules, 1989.
3.1.27. Syllabus:
The licensee shall impart training to the drivers of non transport vehicles covering parts A, B, C, F, G and K of the syllabus and the period of training shall be not less than 21 days. In the case of drivers of transport vehicles parts E, F, G, H, I, J and K of the syllabus shall be covered and the period of training shall not be less than 30 days.
3.1.28. Shifting:
The applicant/licensee shall not shift the school or establishment from the premises mentioned in the license without the prior approval in writing of the licensing authority, which granted the license.
3.1.29. Branches:
The licensee shall not run branches of his driving school unless specifically authorised by the competent authority.
3.1.30. Inspection of premises:
The applicant/licensee shall keep the premises of the school or establishment and the records and registers maintained by it at all reasonable time open for inspection by the licensing authority or by any person authorized in this behalf by the licensing authority.
3.1.31. Preservation of documents:
Every licensee shall preserve Forms 5, 14 and 15 maintained by him for a period of five years and shall produce the same whenever demanded by the licensing authority or by any person authorized in this behalf by the licensing authority.
3.1.32. Maintenance of Form15:
Form 15 shall be maintained separately for each trainee.
3.1.33. Additional particulars in Form 11:
Along with Form11, issued under Rule 25, a proforma containing the following particulars shall be appended by the Licensing Authority:-
a] The name and address of the instructor, if any;
b] Full particulars of driving license of the instructor, if any;
c] Qualification and training undergone; and
d] Passport size photograph of the instructor shall be affixed and attested by the Licensing Authority.
3.1.34. Soliciting customers:
The applicant/licensee shall not act in a manner calculated to mislead any person making an application to receive instructions from the school or establishment as to his ability to procure a licence for such person other than in accordance with these rules or to connive with any person in acts of commission or omission with a view to circumventing the provisions of chapter II of CMVR 1989.
3.1.35. Keeping course contents:
Details of the course contents as prepared by Institute of Road Transport may have to be made over and implemented in all the schools throughout the State.
3.1.36. Approved instructor:
No licensee shall engage/authorise any person as instructor who has not been duly approved as an instructor by the licensing authority.
3.1.37. Change of instructor:
Any change of instructor should be duly approved by the Licensing Authority and the details shall be appended in Form11.
3.1.38. Additional instructor:
Any appointment of additional instructor/deletion of instructor, consequent to his quitting office shall be approved by the Licensing Authority.
3.1.39. Instructor’s identity card:
Every approved instructor while imparting instructions in driving to the candidates shall wear on his person the “instructor identity card” is enclosed as Annexure-C
3.1.40. Surrender of Instructor’s identity card:
As and when an instructor quits the driving school, the instructor’s identity card shall be surrendered by the licensee to the Licensing Authority for cancellation.
3.1.41. Duplicate Instructor’s identity card:
If the instructor’s identity card is lost, the licensee shall apply to the concerned licensing authority for the issue of a duplicate card duly making an application in a plain paper enclosing the police certificate.
3.1.42. Ensuring the wearing of instructor’s identity card:
Every licensee shall ensure that the instructor of his driving school wear on his person the “instructor identity card” issued by the licensing authority.
3.1.43. Requirement of the instructor:
Every licensee shall have atleast one instructor for imparting training for one motor cycle and one light motor vehicle. For every additional light motor vehicle or heavy motor vehicle, there shall be appointed an additional instructor.
3.1.44. Instructor to accompany trainees for test:
Every licensee shall ensure that the instructor shall accompany the trainees at the time of test of competence.
3.1.45. Age and mechanical condition:
Every licensee shall maintain the vehicles used by him for imparting training to the candidates in a mechanically fit condition, and at no point of time the age of such vehicle shall be more than 8 years from the date if its initial registration.
3.1.46. Fire extinguisher:
Every licensee shall provide fire extinguisher or suitable fire fighting equipment with valid recalibration certificate, in the premises of the driving school, for safety purposes and also for demonstration.
3.1.47. Ceiling on number of candidates to be tested:
To ensure quality driving and training no institution shall exceed the upper ceiling limit as to the number of candidates to be trained by an instructor in a month as detailed below:-
| i) | Non transport vehicle single class i.e. motor cycle or LMV (Rule 31(4) of Central Motor vehicle Rules 1989) | 22 candidates per month |
| ii) | Non transport vehicle double class i.e. motor cycle and LMV (Rule 31(4) of Central Motor vehicle Rules 1989) | 11 candidates per month |
| iii) | Transport vehicle (Rule 31(4) of Central Motor vehicle Rules 1989) | 15 candidates per month |
3.1.48. Ban on using public road:
At present, generally the public roads are being utilized for imparting driving training by the driving schools. Instead of this, a suitable ground/area shall be identified and utilized for the same by the licensee considering the road safety aspect.
4. Road safety:
4.1. Participation:
It is the primary duty of the every licensee to inculcate Road Safety sense in the candidates. Besides the safety measures to be taken by a driver while on wheels, the licensee shall also sensitize the candidates to take part in the road safety activities, conducted by the Government/Non Governmental Organizations. The licensees also shall set an example by involving themselves in the “road safety” awareness programmes, campaigns, functions etc., whenever required by the licensing authority.
4.2. Wearing of helmets:
4.2.1. The licensees shall impart training to the candidates learning two wheelers driving on wearing helmet. He should also explain the statutory provisions and benefits of wearing such helmets.
4.2.2. Wearing of seat belts:
The licensee shall while imparting training in the four wheelers sensitize the candidates to wear seat belts besides he himself should wear seat belts.
4.2.3. Disqualification of driving license:
The licensee should explain the candidates about the punishments to be awarded to him in the event of driving the vehicle under the influence of alcohol or other intoxicating substances.
4.2.4. Suspension/cancellation of driving license:
Every licensee should impart training to the candidates and educate them on the need for “accident-free” driving. The instructors should also inform the candidates that if they cause accidents, they will be awarded different punishment which will end up in cancellation of D.L, and also if such driver caused an accident while driving a transport vehicle that would make the authorities to suspend/cancel even the permits depending upon the gravity of offence.
4.2.5. Provision of Audio/Video equipments:
Every licensee shall provide Audio and Video equipments for imparting training to candidates on:-
i) Safe two wheeler driving
ii) Safe highway driving
iii) Fuel conservation; and
iv) Basic driving practices with traffic education.
4.2.6. Driving vehicles carrying hazardous goods:
Every instructor should impress upon those candidates who are desirous of driving vehicles carrying hazardous goods to get training in an appropriate institution meant exclusively for this purpose and ask him to get such specific endorsement in his driving license.
4.2.7. Pollution control:
The instructor should properly educate the students about the “pollution hazards” and emphasise the need for keeping the pollution level of the vehicle within the limits and the necessity to have and carry such a certificate in the vehicle.
4.2.8. Avoidance of over speed:
Every instructor shall explain the candidates regarding the speed limits of all kinds of transport and non transport vehicles and the need to adhere to the speed limitations. They must also inform the students of the law position and the punishments that would be awarded in the event of breach of speed limit and the resultant accident which may cause due to over speed.
5. ENFORCEMENT MEASURES
5.1. Ensuring compliance of provisions by the licensees:
Every licensing authority and the inspecting officer shall ensure the compliance by the licensee of the statutory provisions and regulatory measures as detailed above. Besides, they should also concentrate on the following points to have an effective enforcement of the provisions of the Central Motor vehicle Rules 1989:-
5.2. Checks on road:
The licensing authorities and inspecting officers shall frequently conduct checks on road to ensure that the driving school vehicles are not used for purposes other than imparting instructions in driving to the candidates. If any, such violation of this aspect is noticed necessary penal action shall be taken against the licensee as per rule 28 of Central Motor vehicle Rules 1989.
5.3. Ensuring mechanical condition:
If the vehicle used for imparting instructions to the candidates is not in a mechanically fit condition, the checking officer shall issue CFX notice in the case of heavy vehicles and notice under section 53(1) of Motor vehicle Act 1988 shall be issued in the case of other vehicles.
5.4. Using testing tracks:
The test of competence shall be carried out only in the testing tracks where the office is provided with the same.
5.5. Overcheck by Regional Transport Officers:
Regional Transport Officers should overcheck the candidates who were declared passed by the Motor vehicle Inspectors. Such overchecks should be done on a particular day for a particular class of drivers for the purpose of ensuring quality testing of candidates by the testing authorities.
5.6. Ensuring test of candidates as per CMVR 1989:
In order to improve the quality of the driving test, each candidate, shall be tested by Motor vehicle Inspectors as per the requirements contained in rule 15(2) of Central Motor vehicle Rules 1989.
5.7. Inspection of Forms by the Checking officer:
Form 14, 15 and 5 prescribed under rule 27(a), (i) and (d) of Central Motor vehicle Rules 1989, respectively shall also be insisted upon by the inspecting officers for the purpose of inspection.
5.8. Noting result of test in Form 14:
The testing authority i.e. Motor vehicle inspector Grade I and Grade II shall note the result of tests in Form 14.
5.9. Inspection of driving schools on rotation basis:
All the driving schools in the region shall be inspected every month on rotation basis by the field staff working under the Licensing Authority. A minimum of 10% of the driving schools shall be overchecked by the Licensing authority himself every month.
5.10. Inspection report for existing driving schools:
The inspecting officer should inspect the driving schools and make out a report in the proforma enclosed as Annexure-A to the concerned Licensing Authority if any irregularity is noticed so that necessary corrective and punitive measures could be taken.
5.11. Inspection report for new driving schools:
If and when an application is received for the grant of license to open a new driving school, the licensing authority shall arrange to inspect it through the field staff and get the particulars in the proforma enclosed as Annexure-G.
5.12. Performance review by zonal officers:
Every licensing authority and inspecting officer shall inspect the driving schools in their jurisdiction and shall send a monthly report to Zonal officers on the 10th of succeeding month in the proforma enclosed as Annexure-B. The zonal officers shall critically review the reports on or before 15th of every month and shall mark a copy of it to the Transport Commissioner.
6. The zonal officers shall also review the above item of work during their cursory inspection/surprise checks of Regional Transport Offices/Unit offices/Check posts under their control and see that the instructions issued by the Transport Commissioner, Chennai are carried out without omission.
7. The regulatory measures specified above are applicable only for the grant of establishment of new driving schools.
8. The existing driving schools shall be directed to have the facilities mentioned in para numbers 3.1.1 to 3.1.48 of this circular, within a period of six months from the date of issue of this circular. It is the responsibility of the licensing authorities to implement this within the above time frame.
9. The Regional Transport Officers and Motor vehicle Inspectors in Unit offices are requested to send the acknowledgement to their respective zonal officers and the zonal officers should send the acknowledgements to this office at once.
